PremierOne Aids Bernalillo County in Managing 9-1-1 Calls Without Second Guessing

Each year, Bernalillo County’s 36 9-1-1 dispatchers receive more than 77,000 emergency calls to ensure the safety of its 650,000 citizens and a thriving tourism population thanks to the state's most populous city, Albuquerque. For the dispatch center, they are the “first” first responder – acting as the first point of contact and voice for the citizen in need. 

New Mexico's Bernalillo County recently implemented a new 9-1-1 dispatch system that connects the county’s sheriff’s deputies, firefighters, EMS responders, and emergency management team.  The new system, PremierOne by Motorola Solutions, allows dispatchers to quickly address emergency calls but also provide detailed information about the location, scene, and background of persons involved for a faster, more efficient and safer outcome.

Tech To Protect

The new system enables the county to do more with its labor force, and improves situational awareness in the field. This leads to greater protection for residents and increased safety for responding police, fire and EMS. Deputy County Manager Tom Swisstack says, “I look at the 9-1-1 dispatchers as the eyes and ears who set the stage for our fire or sheriff’s department before they arrive on the scene. This new technology helps them be more accurate and better able to disperse information to the people who will be arriving on the scene…and saving lives.”

The PremiereOne dispatch system has improved the county’s emergency response for the last 23 months, allowing:

  • Coordination with the City of Albuquerque for a consistent level of response and shared information across jurisdictional boundaries. 
  • Officers to dial a particular unit verses an entire station, region, or fire district; while also being able to stream information from their vehicles back to dispatch
  • Smarter responses.  For example, an incident in a building that houses a large amount of chlorine will prompt dispatchers to call for a HAZMAT response, whereas a mom and pop bakery will generate a more basic response.

“The new system has made our job so much easier because the information is reliable, detailed and easily distributed,” explained Bernalillo County 9-1-1 Communication Director Tina Tomlin. “Everyone is more informed and situations can be quickly addressed.” Recognizing the value of such technology, Tomlin still understands the primary value of her 9-1-1 Center lies in the team of dispatchers who use that technology, adding, “These are the people who look beyond themselves, who see the big picture and do what it takes to keep the county’s first responders and community safe.”

The Bernalillo County Fire Department believes that easy and flexible provisioning is what makes this CAD such a state-of-the-art tool. As Lieutenant Ezekiel Padilla explains, “With the provisioning I can do, I am able to manipulate the FSA (Fire Station Alerting) systems and the CAD simultaneously with just the click of a button. Because everything is web based, I can work from any computer that’s connected to the servers within the PremierOne CAD and the FSA. It makes things very easy to do on the fly.”


A Look to the Future

Sheriff Manuel Gonzales of the Bernalillo County Sheriff’s Department would like to build upon the PremierOne CAD functionality to improve interoperability between the state, the Sheriff’s Department, and the county’s communications center. “The goal is to work together as a partner, as one, to collaborate, to ensure that we have the same mission and to ensure we’re giving the best services for the citizens of Bernalillo County.”
