The Union Pacific Railroad Police provides risk management services throughout the country involving all UP properties and assets. The railroad police have the unique Federal charter for being sworn police officers in multiple states-wherever the tracks are located. Synergetic Systems, Inc., is replacing a legacy records management system (SAIBRS, which stands for Special Agent Incident Based Reporting System) with a new client server system and software for mobile computing and an enterprise information system; affectionately referred to as Son of SAIBRS.
Primary objectives of the project include: automating basic incident reporting functions in the field so that special agents can directly enter incident information either on their laptop computers or from a desktop in the office; provide searchable databases on past incidents and persons; provide daily and periodic management reports from the collected incident data; and eliminate the time-consuming entry of the current legacy system.
While in the field, entry will be made on mobile computers directly into a local ACCESS database, with an upload routine for sending the data back to the central server when connected. The field computers will be interfaced to digital cameras to take photographs of incident scenes and individuals. Special agents will be connecting through the UP nationwide wide area network to a Microsoft Terminal Server at headquarters. The database server will be a UNIX machine with ORACLE as the database. In addition, a browser based intranet capability will be provided to allow fast searches of the database on names, vehicles, locations, incidents, and property.
Management reports will be provided either for display or printing from within the application or via the intranet browser. In addition, UP can create new reports using Crystal Reports for any other purposes desired.
SSI has also created special smartshapes of railroad symbols in Visio to assist the special agents in constructing to-scale drawings of the incident scene.
The new UP Son of SAIBRS system is configured with the option of providing reports in the NIBRS format as requested by the FBI.
