Federal

"Notice of an oil discharge or release of a hazardous substance in an amount equal to or greater than the reportable quantity must be made immediately...to the NRC duty Officer...(800) 424-8802 or (202) 267-2675. All notices...will be relayed immediately by telephone to the OSC." 40 CFR 300.125(c). Authority: 42 USC 9601.

"...each carrier who transports hazardous materials (including hazardous wastes) shall give notice in accordance with paragraph (b) of this section after each incident...in which...a person is killed...receives injuries; requiring his or her hospitalization...property damage exceeds $50,000...an evacuation of the general public occurs...one or more major transportation arteries or facilities are closed...flight pattern...of an aircraft is altered..." 49 CFR 171.15 (federal regulation).


State

"(a) A person shall provide an immediate, verbal report of any release or threatened release of a hazardous material to the Administering Agency and the Office of Emergency Services...(d) The Administering Agency may designate a call to the 9-1-1 emergency number as meeting the requirement to call the Administering Agency." Title 19 CCR 2703.

Any Business [includes government agencies] "shall, upon discovery, immediately report any release or threatened release of a hazardous material to the administering agency and the [Office of Emergency Services]." ß25507, California Health & Safety Code.

"Advice to Superintendent of School District Concerning a Release of an Acutely Hazardous Material. Emergency rescue personnel...shall immediately advise the superintendent...where the location of the release or threatened release is within one-half mile of a school." ß25507.10 California Health & Safety Code. (Note: This section defines "Acutely Hazardous Material" as an Extremely Hazardous Material specified by US EPA and listed in 40 CFR 355, Appendix A.)

"Any local or state agency responding to a spill of oil shall notify the Office of Emergency Services, if notification...has not occurred." ß8670.26 California Government Code.
